No, it is one of the restrikes. The key giveaway is the crosslet stem on the "4."

Due to the appearance of the coin and what appears to be porous surfaces, it could be a fake or restrike. However, all of the genuine 1804 Draped Bust Large Cents have a crosslet on the "4" of the Date.
