1837-1897 Queen Victoria 60th anniversary

I found this last night in a old house yard and I can't find anything similar to it online at all. I know there was lots of medals etc. made for her 60th jubilee but has anyone ever seen anything like this? This was just a rinse in water so would anyone clean it any further?
