1924 Merc with a 4 over??

Had this thing for quite a while just now got some images, although I'm not really sure what to make of it, its definitely 4 over something check it out

Looks like the whole date is different a tad, especially the 4.
Looked up a few different forums but got nothing.

It looks like strike/mechanical doubling on the entire date.

I certainly do see the strike doubling however that doesnt explain the square like box under the half of the 4 you can see it on both sides of the 4

To me, it looks to be what is referred to as a "die shift", a minor error that is actually quite common.

It is die deterioration doubling.
