You can still see the letters under the "damaged" area....ST in states and AM in America....any opinions?

Looks more like a lamination than a struck through to me. You usually won't see details of lettering where a coin has been struck through.Good photo! That looks like a 'Struck-through' error. That's when anything gets between the coin disk and the die
at the moment the disk is struck. Even a human hair could leave a mark.
Not big value, but maybe $5 - $10. (if that is what it is) but get a dealers advise. Might just be after minting damage.
