I know the longer that you stare at something, the more likely you are to believe whatever you want your eyes to see..

IMHO, the middle inside point of the "3" took a hit, so it is PMD (Post Mint Damage).

This coin was also struck by a well used die. So die deterioration is a strong candidate also if the area is raised.
