I don't know if I am just seeing things.
I know the longer that you stare at something, the more likely you are to believe whatever you want your eyes to see..
With that said, look at the 3 on this coin and see what you see.

IMHO, the middle inside point of the "3" took a hit, so it is PMD (Post Mint Damage).

This coin was also struck by a well used die. So die deterioration is a strong candidate also if the area is raised.
