1968 S 40% or 90% ?

Or did they make both varities? Its cleary an S mint mark. It has a mirror finish although not very attractive at all and the rim is the same color from one end to the other. However it doesnt sound much different than a 40%, yet looks very much 90%. Stumped on this one.

JD, nice find. There were only 3,041,506 of those made.

Great find as well. Anything after 64 and prior to 71 is 40%, 71 and after if you get a Silver Proof Set (S Mint Mark) on the halves they are 90% except for the bicentennial year I believe. The Ike from 76 is 40%, not sure about the halves for 76 though.
