In the OP's second photo you see a regular $20, notice the serial number "JB08808808F", when a bill is first printed and examined and found to be flawed it is destroyed and when it is reprinted, they replace the letter on the end of that serial number with a STAR symbol. Notice the other bills and you will see a little star at the end of the number. Some people collect what is called "Star Notes" and the higher the denomination, the lower the serial number, and how circulated the bill is all plays into how much some are willing to pay for it. Especially if it is a bill design that is no longer being used.
