I have to say that too. I've found if I get a good box from the credit union, it's because I ordered it. Their "We've got one on hand ones usually turn out to be skunk boxes. Different color wrappers and box markings. This last one i got that was on hand even had the end of the box opened. I found that out when I tucked it under my arm and the rolls fell out.
