I unwrapped a few boxes to have a look at some past finds of 45 yrs ago.
Now if I did know what this was at one time, I'm forget now.

Indeed it is, of the kind known as a 'roller float'. Although the Japanese were probably the originators of this kind of design, it was widely copied by others, including the USA and several European countries.

Great that you confirmed that is a float and the type.
