Sizes in reference books are usually given in mm .. "slightly smaller than a quarter" isn't an accurate unit of measure.

I don't see any like yours with that measurement other than one with a similar face, but it was stamped copper with a wooden back.

How about AY 2 Rp2 on page 46 in Albert's book? Rp1, Rp2, Rp3 cast pewter reproduction, 1970s, Blank back 25, 24, 20mm. These are reproductions of AY 1 which had a union jack where the stars of the US flag would be.

You guys are awesome thanks. I talked to a neighbor yesterday who knows the history of this area and he said people used to do big scale role playing games around there so I’m thinking mystery solved. Reproduction it is but still very cool. Thanks all.
