A token kind of day....

[nc-joe]

Spent the better part of today hitting some parks. I ended up with 10 quarters, 19 dimes, 4 nickels, 23 pennies, 2 Charlotte Parks/Rec tokens, 2 Mecklenburg Parks/Rec Special Event tokens and 1 Aluminium token the size of a half dollar with the presidential seal on one side and "NO CASH VALUE" on the other (The banner in the eagles month is stamped "TOKEN". Never seen one before, any help identifying it would be appriciated.
