Act of congress August 4, 1886:
An act for the benefit of the States of Texas, Colorado, Oregon, Nebraska, California, Kansas, and Nevada, and
the Territories of Washington and Idaho, and Nevada when a Territory.
shall find that any original paper relating to the claims of said States, as provided for in said acts, shall have been lost, destroyed, or missing, upon proof thereof a copy of such paper
may be certified by the proper officers of such State or Territory under their seals of office, or, if such copy cannot be furnished, any other competent secondary evidence of the
contents of such paper when filed with the Secretary of the Treasury or Secretary of War,
shall be received by them in lieu of such lost original papers, and used in evidence in the
adjustment of their said claims in all respects as said original.

Maybe the only important factor is that the instrument of writing to which the party to be bound has affixed not only his name, but also his seal, the instrument must contain recital to effect that it is given under seal.
This appears to be a type of "Evidence".

this is for reimbursement for expenditures to states and individuals during the Indian wars, some 30 years earlier.
if they didn't have proof they would prepare a statement and have it stamped by the county clerk and submit that to the Fed's

Yes there may have been some "Claims" to protect the "Miners" during the early gold rushes as well from the Indians. Just wondering about all the "Claims" do any apply today?

If no "Seals by the proper officers" are used is there even a "Claim" made at all?
