Maybe the only important factor is that the instrument of writing to which the party to be bound has affixed not only his name, but also his seal, the instrument must contain recital to effect that it is given under seal.

Yes this is likely for reimbursement for expenditures of the Indian wars. Was any thing else included? Was there any "Claims" during the 'Gold rushes' as well?

Yes there may have been some "Claims" to protect the "Miners" during the early gold rushes as well from the Indians. Just wondering about all the "Claims" do any apply today?
