Another Belt Buckle

Found this belt and belt buckle 3 inches away from a matron large cent(completely dilapidated, can't see date) and a 58' flying eagle, did some searching on the internet and can't come up with even a hint of what this is. I'm really hoping you pro's can help me. Also I'm sorry that my first post has to be here in "what is it?" Be gentle.

There is a Circled W or M and a USA on the back.
