Another park find

Found this in a park about 6 inches down at first sight I thought a bell or an old bike horn. When I got it home and gave it a good look I realized I had no idea what it is. Thanks in advance for the help.

I dont know what it would be doing out in the park. I guess it could have come off just about anything. Maybe from a table used for cooking or serving food. Looks like it swivels. Probably didnt roll too good in the grass. http://www.leevalley.com/hardware/page.aspx?c=2&p=40570&cat=3,51976&ap=1
