Another relic I cant identify

I found this in a Victorian Dump. It looks like something that was used to regulate water flow or something, Any ideas guys?

It is around 3 1/4 inches tall, and alittle over 2 1/2 inches wide at widest point, the "flap" on it is EXACTLY1 1/2 inches wide, there is alot of leather and brass studs on it which is why i think water or something.

It looks to me like an early "foot valve" which was a one way valve attached at the inlet end of a water pump. It kept the water from flowing back and held the prime in the pump.
