I"m no genius but it looks like an old Anchor to me.

Anchor or some sort of axe (blade) The winged part would be used to tie on or wrap around sinue or rope then tied to a handle thus creating a small weapon.. thou if in anchor form, again tieng rope then dropping into water could be used in this manor.
