Any idea what this is?

I found this in the Little Spokane river near Chattaroy, WA. In the past I found arrow heads and other Indian artifacts but I have no idea what this is other than some kind of anchor. It is made out of granite. Any ideas would be appreciated. Thanks

If thats not natural, I have seen some rock with recesses carved, but to me this seems a little over the top. It would be a long drawn out process to get it to this stage & why not make it less of a shallow recess, that way, it takes less time & is stronger??
