Got this at site I found the US collar disk. Isn't it part of a buckle or radio/ phone piece?

I’d say it’s something related to electrical…..possibly your radio/phone guess. Also it’s either not that old or if so hadn’t been outside terribly long.

You're on the right track.
It's part of a latch I believe.
The tab that sat down in the recessed area is missing.
