Ok I guess I will tell the story of what happened when I found this I was standing by a river in Ohio and a bald eagle flew right by my head I could of grabbed him right after that I looked down by my feet and saw the ring and put it on........now that I was thinking of this I'm wondering if it is a petrified eagle eye socket bone..............has any meaning to it or not you decide

Looks like Limestone, if you have some HCL you can confirm this. Limestone is funny like that sometimes there are soft spots that degrade out sooner than other parts, partially due to silica (chert/flint) replacement. Or the hopeful explanation is that it is a late Archaic or Early Woodland artifact.

Definitely not bone IMO, lithic in origin.

not really a good litmus test, as dry limestone will stick as well.

See that bone ... see those cuts ... super common possibility.

Takes a fraction of a section to test ... hold a small nail or straight pin with pliers, and heat the tip with a lighter, a stove, a campfire ... etc.
Easy peasy.

If it's petrified or stone, it won't make any smoke or odor when you touch it to the item.
(few exceptions, but very rarely will you get smoke from a stone)

You can smell hair or hide items, plant material items, bone items, antler items, ... etc.

Takes a fraction of a second and only leaves a tiny pin prick on the item.

Sliced ham bones such as this look like rings when found.

Wow ... ok, it just got more interesting.
Fossil of some sort would be my guess, at that point.

It may have started out as something of this nature.
That river would have no problem scouring out the middle of a piece, such as that, with sand and gravel.
