Half def. Is a proof. As for the penny, San Fransico made pennies for circulation during that year. So I have no idea!!! Lol

I'd say yes for the half, but most likely not the penny.

The half to me looks like it has been circulated, but originally a proof. Now would grade low proof (PR63-PR64).
I don't think the penny is a proof. Doesn't have the mirror luster seen on proofs, which are double-stamped on special mirror-like planchets.
The penny is pretty good condition, but not to a proof level.

Proofs were not minted at San Francisco in 1968. Unfortunately, there is probably little or no demand for a scuffed up clad proof half dollar, so it's probably only worth a tad more than face.

Half is definitely a proof. Cent is not. You can check the cent for other things like repunched mint mark or doubling. It is in nice condition for a business strike.

Actually, you have about a $0.75 proof half. Being a circulated (Impaired is the word most of us use here) proof means it is not worth near what a proof shows in any of the books.
I've sold a few hundred that looked like that. All for 75 cents per proof. I keep them and then sell in groups, but you don't get much for impaired proofs.
The penny is not proof. Just an S mint mark.
Good job on a proof half though (even if only worth a little over face)
