Are these cuff links?

Found at a colonial site. They look like cuff links. They both have the rope and anchor symbol. If they are I'm not sure if they are British or Spanish? Forgive me for the bad pics I will be getting better at this. Thanks

Most of them are 18th, the theory on the 17th C has been mostly disproved.
