I’d say yes it is. Made of ground slate. Slate was commonly used in areas that didn’t have any flint.

I think that rather than an arrowhead, it's a spear point. Gorgeous!

Is it stone or metal? Looks like could be brass/copper to me. If it is metal, being in Europe could open up other possibilities, depending on size.
