I was thinking mattock also... Might be an adze. It is small for either.

I agree that it is a small mattock or also sometimes called in the southern states a grubbing hoe, used to hoe weeds in gardens, cotton fields, etc.

I have seen them hand forged like that and also where they would turn the steel on the front to use as and axe and hoe. They still make them today but that one is hand forged and a nice old homestead tool..

At that size I would believe it is a barrel maker's (cooper's) tool.
