Note that "BP" is punctuated: "B•P"— perhaps a stylistic variant of "B–P" for Baden-Powell.

Sir Robert Baden-Powell was an early leader of the Boy Scouts organization.

As shown at the link below, during the Edwardian period (early 1900's), they were sometimes referred to as the "B-P Boy Scouts" in Great Britain.
