Could it be an early bicycle badge...? The Northampton Cycle Co. of Northampton, Mass did make a "Northampton" bicycle.

If you do a search for old bicycle head badges or similar you can find a lot of vintage ones that have that same style. I've not seen that one specifically yet but that seems a good guess. At first, I didn't see the "M" in Northampton Mass, so it got me to thinking about politicians in Western Virginia. :laughing7:
