Brass Spittoon Base

Found this 11" brass piece a while back, figured it was just a bowl filled with silver,
so I took my time investigating.
Off the top came 3/4" of black crust, then an inner cover soldered to sides.
under the cover was what appears to be sand, and a thick iron disc.
have heard of bed warmers, these were iron, with handle, fill with coals & warm your bed, no sign of this having a handle.

It reminds me of the bottom of a spittoon . They were usually weighted , so they would not spill .

Anyone familiar with these spittoons, were the tops removable for disposal?

I have several at the museum. You just dumped them. the tops were not removable.

I believe it is a spittoon also.
As DG39 said, the top doesn't come off to empty it, but they are put together where the "bell" is, and therefore it might be broken loose and gone from a dug one.
It does look like the bottom half of a spittoon to me.
