Buried Evidence of Fatal Train Crash?

I dug up these two train wheel brake pads near the location of several train accidents recorded over the past 2-3 decades. Makes me wonder if failed brakes could have contributed to any of them..?

Brake shoes are a common sight at a train wreck.
At least the ones I worked on cleaning up, and repairs to the track.
