Looks like macrame, a decorative form or tying & weaving ropes.

Some times US HORSE people us a training rope with what we call a poer on the eny. It does not hurt the horse just startles them . KI have a few around my barn that have all kinds of poppers on them. Minr range from 5 ft long to 15 feet long / Hope this helps
