Very nice. With the 'NATIVE GOLD' and 'NUGGET' marks, I would think you have a gold-rush era crescent brooch/pin like this one:

The listing for that one says the inset is "possibly horn", and I would agree that it is... and so is yours.

You could also try the hot pin test. Heat a sewing pin and touch it in a hidden spot. Ivory, bone, or horn smells like burning hair.
