I think it might be silver, pewter would flake and steel rust. Also looks like a quaker couple with the lady having a cross around her neck. Found in Greensboro NC. Random patch of woods. bu

The art looks like something from one of the old masters - like Vermeer or Rembrandt or Hals. I looked for a while but didn't find a match.

I'm guessing the back will show where a pin was attached making this item a Victorian Renaissance fashion brooch.
