Thought it was initially a toy tractor steering wheel and than a clock part. It is brass or copper and doesn't have the teeth like a cog so I'm clueless and google lens is not my friend lately

If I dug it, I would say it was a (balance)wheel out of a clock.

I would go with toy car/tractor steering wheel. I know you marked as solved, couldnt help myself...
