Civil War Sweetheart Buckle?

I found this "Sweetheart" buckle recently and many say it may be associated w/ the Civil War and was wondering if anyone has seen this before or know exactly what this is or was used for or is it just some sort of horse tack?. There is still the leather tip of the belt attached.

Yep,horse buckle cover,always mis repped as Confed bedroll buckle.......they date to the late 1800's as well
