looks like a base for an old light bulb. the glass part would have come out the middle of it.i mean looks like it to me anyway.

Are those threads or circular grooves? If threads, I would say possibly a lightbulb base too.

Looks like it may have been pried off of something, judging by where the damage is. May have been painted black at one time. hmmm
