Until someone pipes in - I searched Google and found a Nova Scotia 1 Cent - you might try to see if you can figure out the year...

Could that brass key be a clock winder, a skate key, or maybe a water key.
Just taking a shot at some of the keys it reminds me of. Good hunt

I'm not going to help, by saying I don't think its a tap key, & never seen another like it.:icon_scratch:
 

I have two identical to those "keys"
The ones I have pretty sure are lead, for that reason I agree with CRUSADER, and not keg (tap) key.
Looked for them for a pic. but are in the outdoor collection.
Found.

I guess could be a key, but I can't imaging making any tool out of lead ?

EDIT, Oh yeah collar disk cool, as is new hunting grounds.
