Crotal bell

I found this Crotal bell at a 1700 house burried fairly deep it's kinda a odd looking metal and no top shank has anyone seen this style and how old it might be and how it would have been attached being no shank also there are four holes on top only two open ? image.jpeg image.jpeg image.jpeg image.jpeg

Technically its a sliegh bell, hence the attachment point for leather.
