It's about 3 1/2 inches tall 4 inches wide . The top part flips up . The marking , I think says - ACRI over IVX . Maybe there's more marks under the paint . Haven't cleaned it yet . Any ideas ?

It's a door closer. Fits on the door, replaces the hinge pin. The spring pulls the door back closed.
