I found the info, but it's probably more than most people care to read and it's not specifically about dowsing. It does have to do with the receptors of light sensitivity of the pineal gland. It's not just light, it's what frequencies are carried on the light waves and how some are cancelled out during this time. The book said at the full moon, so I assume that means the three days around it. ANyway, you can try to see if it works in the next few days.

Judy Jacka's work, and her treatment of Fran Nixon's, is very good. Worthwhile read for all dowsers.
