Eagle Button with an Insert

This was in a bag of military buttons. The back shank appears molded into the back which comes over the front and is crimped around the front Eagle. It looks like the center was taken out and the red piece with an Eagle and shield were inserted. That piece looks plastic. I am no expert but the button looks old and the insert looks newer. Has anyone ever seen anything like this or know why someone might have put the insert in? Thanks

Yes, it's an art project. The rim has clearly been hand formed to the button. One has to wonder why though?
