That looks like a pretty old reference you dug up. Probably outdated information. That's a federal eagle on that cufflink from what I can tell and I'm pretty sure that didn't come into use until the late 1780s. Still a killer find that anyone would love to have.
I agree with the date range but the variations are manufacturing one's, ie. from different makers. I don't think these were individually 'custom' made.Mark Parker's column in Western and Eastern Treasures had a very similar one submitted to it back in January of 2004.

He gives a date range of 1790's through 1820's. Not exactly the same design, but being that many of these period cuff buttons were custom made for someone, some variation would be expected within the overall motif. At least that example has a fragment of the link which supports the idea that this more recent example is half of a linked cuff button.
