Error or Post Mint Damage?

Found this little guy while coin roll hunting and I'm curious as to whether he's an error of some kind or PMD. Input requested and appreciated!

If it's PMD (which I think it likely is), what causes this?

very odd, regular pattern, as if the coin was put between patterned surfaces, then pressed or ran over with very heavy weight.

It looks to have seen a wire wheel. I get bored at work and do this to pennies on the bench grinder's wire wheel and they turn out looking just like your penny.
