Its not a foreign substance on the coin. Its metal like the coin. The coin has not been punched either, as there is no coin matter pushed in as would result in a punch. The opposite side of the coin is absolutely perfect... No sign of disturbance. It is clearly raised copper attached to the coin.

That said... Could it be some kind of mint error?
