Found this whilst Detecting old School yard . it is made from porcelain or pottery and has the wording
"BIRDS PATENT" Also has two indents as it it swiveled. I can't find any reference to it anywhere, any ideas?? John.

Looks like a bottle stopper missing it's rubber and spring thing.
