It appears to be a "bleed-over" of a Bank Teller's stamp of a strap.
Sometimes whole letters and/or numbers are found.

I would say, "Not a BEP error."

Did yoiu know you can stick a thin sharp knife or tooth pick in that bill with out damaging it ?

In between the blue slots are pockets you can stick the points in with out damaging the bills, I think it to easily check for counterfeit bills
