Per the Atwood book on transportation tokens, the Connecticut Railway & Lighting Company was created in 1902 as a merger of older companies, but leased street railway properties until October 1, 1936, when it took control for itself. I operated streetcar systems in Norwalk (abandoned 3/34), Waterbury (abandoned 6/37), Bridgeport (abandoned 6/19/37), and New Britain (abandoned 6/19/37).
Atwood lists the piece under New Britain - that was probably the headquarters of the company. I don't understand the Norwalk abandoned date - it is earlier than when CR&L took over. Maybe a typo? I also don't understand Atwood's note on the usage dates which are stated as being 1 Oct 1961 to 1963. Maybe what I don't understand is his notes about "abandoned..."
