I thought maybe lipstick case at first but yea, looks like an old valve stem cover as well...Nice find whatever it is!

Handle to an old safety razor? The thread situation doesn't look right for a valve stem cover, if I'm seeing it right.

Thanks for all the input.I Missed a pretty important photo though, this photo is of the end of the piece. Which to me looks likes it might be an old 1800's hose nozzle or spigot. 20140124_201436.jpg

There are markings on the section that rests on your pinkie in the first photo, which would make the exact identification easy. (had to super enlarge the photo to see for sure).
