Found this at an old swimming hole that was part of a park/zoo/amusement park that dates back to 1909 .? Found it at 6" by the foundation of the bath house.? Not sure what it is, but it reminds me of a saddle cinch.? It's solid brass and the bottom has a cap over it that will rotate.? No numbers or letters anywhere on it.? Monty

Part of a buckle, that was meant to be tightened really tight, so probably part of a horse's bridal part. The rotating part offers less resistance.
