It sorta' looks like an old gas valve. Perhaps for an old stove or hot water heater, as I think the ones on lamps tended to be more decorative.

I think it's a barrel tap. A spigot from a beer barrel or something like that. I dug one on a Civil War campsite.

I don't have a picture of mine, but it looks just like yours. Brass.

I can see why the others suggested a stove or hot water heater valve, because the butterfly handle part certainly looks like those. They got the "valve" part right. But I'm stickin' to my barrel tap theory.

Check it out. I just Googled "barrel tap" and got this. Unfortunately it is just a thumbnail image from a page that no longer exists, but you get the idea.
