Welcome to Tnet. Some additional information will be helpful in identifying. Where did you find it? How big is it? Is it wood or stone? Interesting for sure.

was found in a skip and its wood

5.5 inches tall and 5 inches wide

The wood might be Palm so that would lead me to think South Pacific Island origin.

I think you have it upside down (ring base) and it is a candle or incense holder . . . maybe?

if you look at the carvings on one side you have a naked figure (phallic symbol) and on the other side you have human figures holding either a severed head or a vase. The holes are angled so I'm guessing they were for a tripod stand. I am guessing since I don't see any burn damage that maybe it was either meant to hold some liquid or an offering of some sort. Maybe used in some sort of circumcision ritual.
