Nothing jumps out and says artifact to me, but the hole doesn't really look natural either............Cool rock. Hopefully you will learn more about it.

I am assuming you found this more on the Centralia side of things rather than the Raymond or Vancouver? That would imply inland river tech as opposed to salt water access. Give us some pictures of the hole. You could have an anchor stone of a fishing net rig. Those rivers had mighty salmon fisheries and there is a lot of stone lost in them over the millennia. It is rather odd looking however.
